my 98 silverado will not pass the inspection, because of the engine light, the computer codes i got at autozone are 420 and 430 for catalytic efficiency. last year it said the same thing and replaced the oxegen sensors and it passed. but now the fuel pump is whining and has been for some time. also when i step on the gas it hesitates for second before it takes off. so i have been doin' some asking and reading and people told me faultiness of the catalyitc converter and o2 sensors could be caused by the fuel pump. so are the 02 sensors already bad again or are they just messing up because of not getting sufficient fuel?
also i am thinking about replacing the fuel pump myself, and would greatly appreciatte any advice or tips.

If you do not really care or just need it to pass inspection before fixing the problem you can remove the bulb behind the check engine light so it does not light up when they inspect it.

You didn't mention replacing the fuel filter, the fuel pump in my 98 is noisey also.

first you need to check compueter sys make sure all sensors working ok
make sure fuel pressure in order
make sure ground wires to VCM is clean and tight

I agree 100%...
however if you haven't replaced the Fuel filter, it needs to be done, its a standard maintaince item that can cause problems if not done.

i got it diagnosed by a mechanic and he said it is the cats, and the reason it hesitates when i get on it is because the exhaust is not getting out fast enough. he said the fuel pressure was fine. i got a new fuel filter to put on it; i replaced it once before and am a little late on this one.
