What is the cheepest way to get 450 hp/450 (or so) torque out of a small block? What blovk would you use? Why? What would you do to it? wWhat internals would you have? What kind of price tag will you have if you do it all yourself?

Just put some forced induction on a 350 small block and you should exceed those numbers.

Is forced induction the same thing as NOS or is it something else? If its different how of the cost range? If its not different, I am not looking to blow myself up with something like a 300 shot of nos that's insane.

A blower (supercharger) is the easiest way to go. Don't be offended by this but if you didn't know what forced induction is, you better have a mechanic do the job.
