no low beam head lights

the lowbeams on my 91 park avenue just stopped coming on... the high beams work fine and the bulbs are okay... we took the module from under the dash and plugged it into a 92 park avenue and the lights on that car worked fine so can anyone tell me where to look next...

maybe is the light monitor madule located behind dash around radio it is very hard to get to.good luck
