help please!!!

would someone direct me to a site explaining how to hook up neons, specifically, supplying them power. the instruction diagram has a wire going from the multi-outlet power connector through the dc jack right to the (-) side of the battery. does this mean the wire goes directly onto the battery lead or whatever you call it??? please help!

just hook it up to a wire thats hot when u turn the key on, or hook it up to one thats power all the time and put a switch on it, and as for the ground, any substantial piece of metal. theres not really an exact wire or hookup it NEEDS to go to, just anything fused that will give it power.
