reworking the coolant system

Ok I have a 1987 N/A rx-7. More than likely everything on it is stock, but I am not sure since this is my first rx-7.
The problem is this, everytime I turn it on and just let it idle it started to erally heat up. perhaps too much. It has gotten to the point of beeping at me before I noticed the problem. It doesn't have this problem when on the road though. It stays nice and cool around 1/3 the way up the gauge.
I am planning on reworking the coolant system before I consider rebuilding the engine to make sure that I don't hose a new/rebuilt engine.
What are some things to do/ items to check to make sure that the coolant system is working properly?

check your fan. The clutch could've gone out.
