Wiper problems

94 Cherokee, front wipers won't pump but wipe (hahaha) fine, new wiper pump? Rear wiper continues to pump and wipe wether switch is on or not so I had to remove switch, but a new switch doesn't work, might this be a short in the motor? Could this also be fuse related? Any help is much appreciated.
