'98 Cherokee's headlights

Just pulled stem out of headlight switch, replaced switch after taking apart the dashboard, twice (two different switches). The interior lights and the parking lights all work fine. The problem is the headlights won't come on at all. 98% sure the stem is all the way in the switch, feeling two clicks when I pull it. Thought may be fuse but was told the parking and head lights run off of same.

Does anyone have any possible solutions other than a dealership $$$$.
