B16A Code 16 Failed Emissions Test

I swapped a b16a into my 91 crx hf about 3 months ago. I have had the code 16 ever since I first turned the key. About a month ago I picked up the TPS code the same day I tried out a VTEC indicator light which I promptly removed, still have the code. Performance is there through all the gears(Runs great!) but it is running rich. I failed emissions test: HC target 175ppm My car 270ppm CO target .99% My car 5.66%.

I have replaced the Main relay with OEM, switched from Bosch to NGK plugs (Bosch plugs were clean at that time)gapped at .043, plug wires, rotor, cap, timing set at 16 degrees, fuel pressure @ 40 psi(B&M regulator), new fuel filter, replaced all vac lines, I can hear all injectors click (screw driver), replaced injector seals, when I pull the plugs on injectors one at a time the car runs rough, each injector has the right resistance, noid light lights up on all, 4wire O2 sensor heats up as soon as I turn the key, already replaced 3 month old cat with new (currently have rotten egg smell from time to time), and I have continuity in all fuel related wires. I did find the pvc valve was plugged and replaced it with new. I've reset the ecu many times, pull both battery cables and hazard fuse and let sit for 20 minutes.

Any ideas? Like I said, car runs real strong.

Hydrocarbons are basically unburnt fuel. You've replaced most of what I would suggest, like plugs, rotor, cap, etc..

One thing to make sure is that you are letting the car warm up before you go to test it (get to normal operating temp, not the bottom of the "normal" range) Get gas from a reputable place, like shell, BP, etc. Some cheaper places will put more ethanol in the gas then what it says, in some cars this causes a problem with exhaust smelling. These will make a slight difference.

If it still fails, replace the 02 sensor, just because it heats up doesn't mean it's working right.

You're really over the target range, are you sure there isn't some emission control part left out from your swap, or are you in an area with really tough emissions?

Engine temp was good, I ran around for 45 minutes before I went in. The 3/4 tank of premium gas was from a Mobil station. Not sure about other emission related parts other than cat (which is a couple weeks old)and evaporativecontrols/charcoal canister which I haven't checked yet.
Whatever the problem is its getting worse because I'm starting to catch faint smells of fuel from time to time.

Would using the stock HF MAP sensor have any adverse affects?
