galaxie vacuum leak

Hello everyone.
I am having a problem with my '66 galaxie 500 I bought a few weeks ago. It has a vacuum leak underneath the dash somewhere between the A/C-Heat Controles and the blower on the passenger side. I've worked on it several times with varing results, it still leaks but now I can't turn the A/C off. I would like to know if anyone has any suggestions on how to fix this.
