Engine Issues with 2001

Hey Everyone,
My 2001 Sunfire is giving me some issues, and I'm hoping that someone can help me.
Now that we're getting some warm weather again, my RPM's are running high. When I'm stopped at a red light, I can watch my RPM needle rise, up and down and I can hear the engine run faster and slower. And if I'm doing highway driving, I can feel the RPM's drop when I'm going 100-120Km/h.
My car was doing this last summer, and I took it to the GM dealership, but they found nothing. I've read on some other sites that it might be wires corroding. But I'm not sure.....can anyone help me?
