Serious Help Needeed

I have a 91 laser turbo. i got it from a junkyard for $600 with rebuilt cyclone motor and a new 14g. it supposedly only needed an uic pipe and intake pipe and starter. i get it all together and my throttle is acting opposite than it should. at wot i'm stuck at 2k rpm's and when i let off the throttle it goes up a couple hundred rpm's and then goes back down and it idles very rough. i just changed the fuel filter but now it wont start.(it wouldnt start the last time i tried to start it before i changed the fuel filter):banghead: Its acting like theres no gas even after i put some in it.

I dunno what it could be besides the fuel pump or something along those lines. this is my 1st dsm. I need help bad.

(also when i drove it i couldnt get over 1500rpms in any gear ((35mph in 5th))
