Parking light problem

The parking lights and instrument panel lights will not turn off. Even when I turn off the headlights and/or turn off the car the lights will not turn off. Has anyone else had this problem and can someone let me know how to fix this.

I have a 2003 with 42000 miles. I parked it and 3 hours later the lites came on. Same thing - they can not be killed. The light switch is in the snowbank, the ignition switch is on the garage roof, the ignition tumbler and switch is somewhere, all wires have been checked, all bulbs checked. Also the dash lights all go out if the headlamps were turned on, but stayed on with the park lights. Also removed a couple relays under the dash I could find. I could drive it before the rip-outs. Any help would be greatly appreciated.
