Po446

I have a 2000 GMC Jimmy with a PO446 code (evap vent valve). I removed the valveto see if it was dirty and it seemed to be okay.

I checked for voltage across the two pins on the connector that plugs into it and I had approx 12 volts. I looked into the valve and I could see that it was in the open position.

I plugged the valve back into the harness and started the truck but the valve never closed. Is it safe to assume that it is bad or is their another way to check it?

Thanks
