ca18 idle

i bought a ca18det s13 not long ago and it idles prety high (around 2000 rpm) however when I unplug the solenoid (just off the cold start) it idles around 1000 rpm. Does anyone know why this is? with the solenoid on I cannot adjust the idle at all...it just stays at 2000 however when i take the solenoid off i can adjust the idle fine....

....maybe the solenoid is bad?
