Brake light question - electrician needed

Here's something that stupified me.:bloated:

My friend's civic has this problem. His center brake light goes on when the brakes are applied, but the other two brake lights don't. I checked the bulbs and fuses. Both are fine. The bulbs are fine because when he turns the lights on, they light up. What could it be?

I would check all the wires going to the brake lights it almost sounds like some kind of a short in the wires,but I think that would probaly cause a fuse to pop?:confused:

Brake lights have 2 lights in one.. the part that lights when brakes are applied could be burnt out.. but the part that turns on when the lights are turned on and brakes NOT applied could be just fine. Maybe u know this already.. I just didnt get it fr the post.. :D
