it is my understanding, it is a gauge so people can see how you have posted, if you have posted alot of crap or bs, lies, worthy posts, good advice, and so forth.

Are reputation points cumulative in all threads, or just the thread in which they were earned?

I think they are just for the thread at hand, and somebody was saying if your reputation drops so far in a thread you can no longer post in that thread.
