o2 sensor voltage problem (1g AWD)

Here's the problem, at idle the o2 voltage is 0v. It doesn't fluctuate at all. while cruising it does cycle but not in steady pattern. At WOT it shoots up and hold at about .87v. On my Autometer A/F gauge (yes, I know it's not a real effective tuning tool) the last segment always stays on (Green/"rich") no matter what the car is doing. The o2 sensor is brand new and this problem was the same before I changed it.

I'm going to be setting this up using a pocketlogger but I want things like o2 voltage squared away before I start messing with any settings. I'll be adjusting for optimum knock counts. Current mods are:
BR20g, FIC 650cc, Walbro 255, AFC, 2g MAS, all the rest of the basic stuff: FMIC, exhaust, intake etc. The o2 housing is a mild steel tubular housing with a mount for my Tial 35mm WG. Downpipe has a ground strap on it also.

So what's up with the funny o2 readings?
