Well I found a dealership that finances and has a 92 Eagle Talon TSI with only 60K miles on the original engine for 4 grand. now is this price to good to be true or should I stop looking for something wrong with it and buy the fucker already?

drive it, have a mechanic check it out, drive it again... fall in love... and buy it. it's what happens every time. and you might want to carfax it... just to double check that low mileage. Good luck

If you plan to heavily modify the car, check if it has a 6 bolt or 7 bolt motor, via. http://www.vfaq.com/mods/early-late-engine.html
The price depends on you. It's from a dealer so it's more than you'd pay from a person, but if the car is in good condition, and you want it... you shouldn't have any regrets about paying 4k for a good condition turbo car.
