Turbo Problem

Im having big problems with my car its a 95 Talon Tsi AWD and when i push the gas down and my turbo kicks in right when it seems like its at about half... (less than that i think) it likes bogs down my whole car drastically and I dont know what to do about it... I just got this car about 2 weeks ago and Im not that mechanically smart so any help would be appreciated greatly thanks!!!!

(note) also which i forgot to add it sounds to me like a clogged sound... Im no mechanic but thats what it sounds like to me if that helps any... Anyone please give me some info if you have any i appreciate it Thanks

Is your turbo spooling at all. If not check to see if you can spin the turbo by hand, meaning take off the intake tube to your turbo and see if the fins spin.
