horn: points of failure

where are some possible locations that the horn can fail at? i thought it could be the fuses...but i have ruled that out because other systems wired into the same fuses continue to work:

e.g.:

underhood fuse: wired in with cruise control, which works
kickpanel fuse: wired in with brake lights and ignition light, which work
