Fog Light question

I have a '96 XLT V8. In order to run my fog lights, the headlights have to be on. Lately, I've seen a number of Explorers (all newer than mine) running around town with just the parking lights and fog lights turned on.
Did Ford change this, or is there an "easy" fix to beat the lock-out?

Hey i have a 2001 explorer and my fog lights will run with just the parking lights on and i never changed anything, so Ford changed it

My '97 Sport will have the Fog lights off unless, at least, the parking lights are on.
Only thing I can come up with is that the fog lights are probably not hooked, independently, into the bell warning that goes off with the lights on and key out of the ignition. So they make you turn on a light system that is monitored.
My son found a simple mod for his Neon that lets him turn on fog lights only. But he had to cut a small circuit in some board behind the dash to do it.
