Engine revs constantly

Hello everyone!
Got another prob with my 1994 Bonne .... The car will rev up to about 3 or 4 RPM's without my foot on the gas. It even does this when it's in neutral. I can also be driving and the car will start to accelerate until I place my foot on the break. I have to restart the car two or three times before I can get this to stop.
Please help!!!!
