I am looking to get a high flow cat, muffler, and maybe header, and I was wondering if the stuff they sell on ebay which is cheap any good... I know that to get a high flow cat. at a real store or whatever would cost a ton yet some how they sell it on ebay for like 30 bucks. Has anyone gotten that kind of stuff from ebay, and if so, is it any good?

You get what you pay for. Ebay stuff is cheap because it sacrifices quality
I will tell you that I have an ebay intake(probably sacrifices a bit on filtration and also lacks a carb sticker which is definantly needed in california), a custom catback(around 200 bucks if you just bring in a muffler, any muffler shop can build you one). But it does drone around 80mph. I bought my header and muffler from an online shop.
The header still had fitment issues even though it was a pretty good brand. So I can only imagine the problems that might arise with ebay. I saw some highflow cats as low as 70 at some online stores. It's really up to you, I would shop around online some if you want to save money. All of this will be important for emissions. Some parts you can go cheap, some you can't. The best answer I can give you. is that you get what you pay for.
If you have any specific parts/auctions in mind, I would post the links on here so that others can give you thier personal opinions on a more specific level.

Thanks for the advise, I also got my cold air intake from ebay and it works great... although I ordered the wrong thing I still made it work though. The two things I'm looking to get are:

I own a 96 automatic accord V4. Tell me what you think, and if anyone else finds anything that looks like it would work let me know! Thanks a bunch.

the DTM muffler will be VERY loud, and looks terrible on Accords. The high flow cat, is not a cat at all, it is simply a resonator. Random Tech and Carsound are brands that do make high flow cats, and on eBay a universal carsound I believe goes for around $50-60
