OD when on (no light) will let your automatic transmission shift into 4th gear and lock the torque converter.
When it's off (light on) your automatic transmissin will not shift past 3rd gear and the torque converter will not lock.
Drive around at 40 -50 MPH and play with the switch. You can feel the car downshift when you turn OD off, and back up when you turn it on.
When I drive in heavy city traffic, I usually turn the OD off. This way my transmission doesn't do so much shifting. You don't need 4th gear or the torque converter to lock in stop and go traffic. That just puts more ware and tare on your transmission.
