96 Accord fluctuating rpm's

My wife owns a 1996 Honda Accord EX and has recently started having problems. It has 103,000 miles and has run perfectly until now. When the car is cold the rpm's go up and down and when you go to press on the gas it hesitates and then kicks into gear. I know it needs a new muffler but was wondering if the exhaust had anything to do with the current problem. Any suggestions?

If its just when cold and sluggish at low RPMs I would try this:
There is a sensor that controls the cold idle speed until things warm up. I forget exactly what its called (cold idle adjust I think) but I remember reading in my manual on how to diagnose it. I'm by no means a mechanic but that's what it sounds like, could probably be ignition/timing stuff too.
Get a repair manual or hit a library they usually have a comprehensive selection. That's my two cents.
