91 4x4 Front End Problems

Well somthing is wrong with my front drivetrain I think. Whe I have the hubs locked and in 4x4 it's like there is a brake constanly on. The truck slows down wayyy slower than it should, I mean alot. It will do it in nuetral or in gear and it isn't in low 4x4, because the gear ratios are normal. When I turn it also acts funky. I don't know... Hubs? Diff? Transfer Case?

Any ideas?
