1990 Ford Tempo wont start

My sisters car had a bad belt V belt and was replaced. The voltage regulator began to make a clicking noise when we tried to start it. The battery is brand new and has a charge of 13.0 volts. I dont believe is the alternator but I do suspect the startor. I disconnec the a small cable to the voltage regulator and used a screw driver to try and turn the motor and startor and the voltage regulator just kept clicking. Could this be a bad startor? If it is, where is it located?

Have you tried a rover?
I have had a starter go out on me and it does click when it gets jammed. Hit the starter with a hammer a few times and then try to start it. That worked for me for a while, eventually the teeth will break off and you will need a new starter. Drive it to the nearest battery distributor and have them to an electrical check. They will be able to tell you if it is an electrical problem and where. If it is the starter it should be an easy enough repair, although I have never done one on a Ford.
