Need help. 91 Metro

Hey, as posted before, I am not very smart when it comes to mechanics. But I am looking at purchasing a metro from somone, I want to have fun fixing it, but there are some problems. The owner is not too sure on what the problem is. Let me explain.
it is a 91 metro lsi (wagon). Automatic transmission.
His son had replaced the steering column, he says it ran great after that, but now there is no power getting to the dash. So the ignition lock will not activate the starter, and therefore will not start. The stereo on the other hand, does get power.
He says that it does turn over when you arch the starter, when I visited today, that wasn't the case, it just made a sound, which I was told was the solenoid. He is very honest, and insists that it does durn over when you arch it, it just has been sittin through winter.
Another funny thing is that the headlights work. You can activate the headlights from the dash (console?), and they do work, but you can't activate the blinkers from the dash.
I am assuming it is bad wiring done by his son, and that the wiring somewhere has either melted, or was taped togeather and just got untaped/untwined.
Anyone here have any ideas on what the problem could be? And do you think the car would be worth the 150 USD?
