Electrical short??

I have a problem with the tail light always blowing a fuse in my 1985 thunderbird.
I have traced most of the wires, short of puling the dash apart but I still can not seem to find the problem.
The headlight switch has been replaced and there seems to be no bare wires anywhere I can see. Sometimes when this happens the dash lights blow as well, along with the back light on the digital speedometer.
Now it seems that the reostat switch has to be pushed almost to the point where the dome lights come on for the dash to light up.
This has been a huge headache for a while and I would be eternally greatful for an information anyone could give.

check the wires at the cluster.

You may also want to pull your fuse block and check the wires there.
