fuel pressure regulator

when i changed mine it only improved performance marginlly but i noticed in the bowl that the fpr fits into had tiny bubbles coming up from it in the gasoline....could this air be the trouble that leads to the somtimes sluggish performance and not the fpr itself...where is this air coming from....anyone been there done that
