Changing front signals on '98-'02

Ok, I put these clear front signals on my old '96 RS, took 'em out and put back the stock ones, to move the clears over to me '02. After going underneath and everything, I unscrew the stock signals only to find that NO MATTER WHAT I cannot pull them out, there is some metal bar peice in the way, it wasn't there on the '96, so it is part of the new front-end, '98-'02. If anyone has changed them or knows what I am talknig about let me know it is really frustrating.

I did service the turn/running bulbs last summer on a '98. It is a BITCH. As I remember it , you need a torx driver of the right, don't ask me what size, to remove a plastic part that goes across the front. I would try to drive the car up onto a couple 2X6's (like little ramps) as is is NO room to work under there. The bulbs plug in and sort of 'twist into the plastic part boxlike thing that holds them.
This was my first Camaro work after about 25 years of Mopars except for my dirt track Camara back in the 80's-------------

I mean I can't remove that plastic boxlike thing, there is something in the way, that wasn't there on the '96, did you ever take it out?
