'94 Caprice Speedo

Hey all, what is up with the speedo on the '94? It wigs out on me, with no regularity. Some mechanic told me it is cuz of a cracked speedo housing in back of the dash, but that beats me! Any help? I don't wanna pay a dealer $1000 to fix. Thanks, Sean
