idle surge please help

I know this problem is posted every where here but my problem is a little diffrent than all I have read. I have a 93 eclipse 1.8 manual, and my check engine light came on and the idle bounces from 1500 to 2000 rpms and when I try to drive it it will not go past 2000 rpms in any gear so i can only go about 45mph in 5th gear. I changed spark plugs, cables, put a new rotor and cap, checked the tb it looked fine just by looking at it. when I start my car up in the morning it idles at 1500rpms but when I'm driving I can go past 2000rpm but after a while it wont let me go past 2000rpms and the idle starts bouncing again. any advice would be appricieated

what is this codes read thing and how do you do it

Well since your engine light, is on..
It is on for a reason. So something has to be causing it. And most likely it also has to do with the idle surge. So you can find someone with a reader to read the codes. I dont think autozone will read OBDI (I think that is what the 1 gens are...)

do you know any parts store that has one for rent or use I could only find obd 2
