paint pealing off your front bumper?

after i bought my car i noticed it was in a wreck before i got it. slowly the paint is pealing away from my front bumper. i was wondering if this is because of how they painted it when they replaced it or if it is a common problem with cavs?

If they didnt prep it right that could be why its peeling. Mine is peeling for no apparent reason
