Well I guess you need to do a S15 front conversion with a redtop SR20 (not a blacktop cause it doesn't look as cool), a phat paint job, some ICE, slam it to tha floor, an ebay exhaust, and a bunch of APC for the interior. Don't forget the lambo doors. Hell, might as well get a triple decker wing while you're at it.

Belt or chain? Pick one big boy....(the correct answer is chain)
BTW, as about 90% of the Silvias, Sileighty, and 180's here are running 17's I fail to see the rice quotient in this. The size of the tire/wheel combo you use on your vehicle should relate more on the performance for the individual style of driving you are doing than the looks you get. Drifters will often use a smaller diameter/width rear tire to assist in sliding, and economical reasons(16" are a fuckload cheaper to replace and easier to find), while dedicated circut cars will use a wider larger diameter tire for heat, wear, and control issues.
Anyways, as usual, there are more flames here than information.
Get real, get a life, learn to drive, learn your car, BE HELPFUL TO PEOPLE ASKING QUESTIONS, or simply don't post. This is a forum, not a bitch session.
