is 428 same block as 390

I have 75 f150 that i am building into a street rod. it has a new 390fe engine that i ordered, i have called comp cam about a cam and lifters and stuff. I could go with 230 degree with .530" lift and 2400 stall. the complete kit with cam, lifters, springs, and roller rockers is $450. now i want to bore it. I found some edelbrock cobra jet heads for fe (it said "390-428") 75cc at $1200 for the set. now my question is, is a 428cj a 390fe bored out and if not what would a 390 bored .030 over or .060 over be. and should i do it?????

You can bore the 390 and put a 428 crank in and make it a 410 cid
