I am hearing a strange noise when I am braking or starting to drive, but it is only coming when I am going very slow (under 15kmh) As soon as I speed up a bit it is fine. My fuel pump is going, but I don"t think it is related to the noise at all. The noise seems to be coming from the front passenger side, but it's hard to tell for sure. I have a 4.3L 99 Blazer.
Any ideas?

A possibility is brakes/rotor. Check your brakes to see if your wear bar is touching the rotor - indicating it's time to replace. Worse yet, your brakes may be completely gone and you're wearing metal to rotor metal - not good. Rotors are pretty cheap.
While there are certainly lots of other things that can cause these noises, brakes would seem the most important to check out right away.
