upgrading

I am running a d16y7. i am looking for turbo and was wondering what i would need to run safe as i upgrade, heres the plan. i buy the turbo w/o ic and runn 7 psi but would be like 5 psi of real boost feel. then i get fuel pump ...ic and bov and run 7psi but with the 7psi boost. then i bump to fuel rail injectors head studds and conn rods and run about 13 psi... is each stage safe and what would you recomend on my upgrading path. any opinions of welcome of course.
