96 Rodeo ECM

I have a 96 Rodeo that won't start. 0 fuel pressure. Checking wiring and control, ground from fuel pump good, but no voltage to fuel pump. Control side of fuel pump relay has 0 volts. From looking at the wiring diagram tath I have, the control side of the relay is powered by the ECM. Does this mean the ECM is bad?
