H4 "HID" bulbs for CRV

My sister has a 99 CRV and said she saw a guy with "blue" headlights on his CRV, so she wants to get them. To the best of my knowledge, she was probably talking about an HID kit, but she's not willing to spend $400 for one. Now, I saw on Ebay that people are selling H4 bulbs with Xenon Gas that are supposedly HID, but I'm guessing these aren't very good and resemble the "Ice Blue" 9005 bulbs (basically just regular bulbs painted blue). Does anyone have experience with these? Are they as shitty as I think them to be? Thanks!

those bulbs are not very effective.
1. their light range is not very far.
2. they burn out fairly quick.
3. yes they are much cheaper then HID's but its a hassle to change them on and on.

HID's for around $300 is a fairly good deal. if your sister doesnt want to pay for it, then she should look around for good brand hi quality superwhite lights such as PIAA and such, but be warned, those light bulbs dont last very long in my experiences.
