Wiper Delay Problems

I have a 95 sonata. I bought it used and it has always had an issue with the wipers. When you use the delay they stop at the top of their totation and at the bottom, instead of making a full sweep. They also do ot return to the bottom when turned off in any position whether it is in delay slow or fast.When you turn them off they stop dead in their tracks. Any ideas on how to fix this problem?

the metal part of the blade needs to be ajusted,hard to explain but thats the problem,easy to fix,pop the hood and look at the top,and you will see
