95 mustang bumper brackets

I have a 1995 Ford mustang that I recently had a front end collision in. I need some advice about taking the bumper brackets out and replacing them with new ones. Any advice would be greatly appreciated.

they dont appear to be bolted or welded in,so whats holding them in?
