1983 with a couple issues

Okay, we have a 1983 Accord. It started off with overheating issues. We found out that the cooling fan was not coming on. Hubby straight-wired it to see if that was it, no luck. We decided it was the thermostat. It sat for a while (several months) because one of the bolts was super soft and kept rounding off and not coming out and we had several health issues which prevented a lot of effort toward the car. Finally got the thermostat replaced. Tried to crank the car and had no luck. Kept turning over, but no start. Put fuel in tank because it was pretty low, close to empty. Still no start. Thought maybe it had sat a while and needed to be primed. We sprayed some starter fluid in the carb and it cranked right up, but only ran for a second or two. We tried putting a bit of gas in the carb and it will run great, until the gas in the carb is gone. Our main suspect is the fuel pump. We can hear a relay click when we turn the key, but don't hear humming. However, when we check the line coming from the tank to the pump, it is consistantly getting fuel in it. We are going to change the filters first, then maybe look into the pump. What are my chances of it being a fuel line?

Next prob...the power steering leaks pretty bad. A guy at Honda said this year is bad about the rack going bad. When we moved the car from where it had been sitting, there is a small puddle which looks to be in the general area of the pump. Once we get it cranked and running this is the next thing to tackle. How difficult/costly is it to replace the power steering rack on this car? I am really hoping it is just a leaky hose!
