Stock boost question

I just installed my new boost gauge and when i start the car it at 20vac. then at WOT it goes to 11psi then drops to 10psi. Is this the normal stock levels. I have a UICP,1G BOV, and a Cone air filter with Mass airflow adabpter. I may have a boost leak b/c i read somewhere on here that the stock psi is 15.

Check for boost leaks then, there is no telling what the deal is. If your UICP is much larger than normal, it will cause a pressure drop of anywhere between 0-2 psi. Other than that, you are right: 15 is stock.
