I used the belt that was on the pulley and pinched it around the pulley. I was able to get enough leverage ( I may have wrapped it around the part of the engine mount bracket on the engine itself, I forget. I don't remember any vibration dampener... Good luck

Are you talking about the pulley that goes on the crankshaft? I remember getting the engine to tdc taking off 3 pullies and the t belt covers. The balance shaft belts are behind the tb cover so I can't picture what you're talking about.

here if you still want a pic of where th pullies are behind the timing belt cover, only one is activated by the timing belt! and that is the one on the right, the one on the left uses a separate belt from the crankshaft!

driving through englishtown when i pass a cop..i have an expired sticker so i pulled into a gas station that was litteraly four sec away from where i saw the cop...20 sec later the officer rolls up behind me with his lights on (now he didnt have his lights on when he passed me) asks for the papers, why i havent inspected, and why my exhaust is so loud and why i am driving an audi! lol... so i answer all his questions and he goes back to his car... then later he asks me to step out and put my hands on the trunk..i do and when i goes to search me i ask why...then he became violent...grabs my neck and slamms me to the car a few times tellin me he isnt having a good day and isnt in a good mood... so i am just shaking at that point (still respectful and calm...well i am shaking) then he tells me to sit in the car... he calls my passenger out and tells him one of us is going to jail..wat for, we dont know! the after a while he comes back, asks me to put my hands on the trunk and arrests me for eluding police... then he says he is gonna see if he can get the state to take my car away for good! i am still polite and respectful too btw... didnt resist arrest or anything...then he searches my car and calls a tow... now i goto court that night, plead not guilty and now have to pay for a lawyer... because of my arrest last year for some stupid shit i did, its a tough case..and i forgot to add the cop lied on the summons, said i accelerated away (when i really hit the brakes) and pulled into the gas station at a high rate of speed...(which is also not tru) he gave me a ticket for the sticker and exhaust..no "speeding" ticket or reckless driving.. so now i am facing 6-18 months in jail plus 2 years if i get convicted because it would be a violation of my probation..sucks right? but today my lawyer talked to prosecutor and he said he is gonna bring it down form a county level to municipal which means no jail time... so about those balance shafts...

Dude that sucks...
Hook that damn cop up to a lie detector test.
Then countersue for police brutality :p
Tell your lawyer to get the video tapes of the gas station security cameras.

I got pulled over for doing 80, in a 40, in a beetle. The cop checked my license, told me it was suspended. He handed me back my license telling me I can either go to jail, or drive off on my own risk. I took option B and decided to check it out with the DMV. Nothing, no problems listed or reason for suspension. It never even came up suspended there. So I thought, oh well, I guess I can still drive then and left there without a worry. Got pulled over a day later. Some cop decided to randomly check my tag. He came up and said my license and tag were suspended (I guess he figured I happened to be driving it). This one was nice though. He took my license and told me he should be taking me to jail but he is just going to leave and hope I can get a ride home. Yeah right, I just drove away, I didnt want to wait around for someone to get me. So I went to the DMV again, they said they had nothing was wrong with my license and she gave me another one. OK, so I went across the street to the tag office to figure out why my tag was suspended. They said it wasn't currently but it was temporarly suspended because my insurance company said I didn't pay them. But the suspension was only listed as one day, though I never missed a payment in two years. I still cant figure it out but hopefully I dont get pulled over again this week.

Anyways...the balance shaft really tore up my engine. Mine locked up in something, snapped the belt and jumped my timing belt. If you removed one, you'd have to remove both. BUT the rear shaft is part of your oil pump. Its not a good idea to remove one since your engine could shake violently from it. even if you did, it wouldn't give much hp at all. The main things that drop hp are power steering, a/c, water pump, oil pump, and alternator. Its mainly 2hp here, 1hp here, 5 here, all these things will slow your car but you do need some of them. You can easily cut out the power steering and a/c and gain 5-8hp, but the balance shaft is there for a reason. Its not a luxury like the a/c or ps.

Balance shafts should be tossed in the barrel if you get the chance (front shaft siezes, motor is out, etc). You'll only free up a couple HP but more importantly you get rid of a big liability. Its pretty common for te front shaft to sieze and toss the belt. Which can then take out the main belt and cost you a head/motor.
To get rid of that rear shaft you will need the "stubby shaft" from the mirage. Its only a couple bucks. For the front hsaft you have two options. The quick and easy way is to leave the shaft in but dont use the belt. It just sits there to block the oil holes. The harder but better way is to remove the bearings and rotate them so the oil holes dont line up, or use cam bearings from some motor to block them off. Use the rubber coated plug from mitsu to block the hole you now have in the front cover.
The vfaqs give all the part numbers, and explain all this with pics ;)

When I pulled the timing belt cover, my balance shaft wouldnt move and the belt was stuck in the crankshaft and camshaft pullies. I found it cheaper to replace the whole engine since I lost compression in 2 cylinders. Just make sure that you double check the shaft before you replace it because the bearings or bushings whichever is in there could sieze up then you have a 350lbs piece of garbage under your hood like I had. Good luck.
