I have a 2000 Bonneville Se. Now I was on the highway earlier today and decided to test my baby. She drove strong till 107 mph then she cut out and failed to go any higher. It feels that she can climb slowly to 120 even but abruptly stops, is this the govenor taking affect, the max mph the cam can handle or is something else causing this? Thanks

For the SE model the limiter cuts you off at 108 MPH, but it has a theoretical limit of around 130 MPH depending on what tires it had on it when it came out of the factory.

The limiter is in place because of the stock tire's speed rating. Yes, you could go much further, up to about 140 with a stock N/A and propper tires, and a chip to remove the limiter.

SSEi's have a higher speed rated tires from the factory, so they have a higher limiter.
