If you want to buy a car for under $15K you can go here...
http://www.ebaymotors.com
In the search just type in an asterisk " * " and click search.
This will give you all the cars for under $10K auctioning in less than an hour from the time that you conducted the search. Usually there's alot of old cars but you do come up on some cars that are 02 and up for under $15K.
The car that I drive is a 2000 Mitsubishi Eclipse GS. It is a 4 Cylinder but comes with 147 HP stock 16 Valve Fuel Injection and gives you the transmission options of both an Automatic and a Manual. If you choose to you can add a turbo to give the car 100+ HP from a company called RippMods. There is also a V6 which is available for the GT and GTS and comes in at 210 HP at the expense of less MPG.
Also I dont mean either automatic or manual. You get both transmission options in the sportronic all at the same time. In Drive you can move the stick to the right and have complete control of all four gears electronically. That's what is cool about a Sportronic.

It has a Sun Roof, Keyless entry, Infitnity 6CD In dash Stereo system, Fog Lights, Sportronic Transmission, Alloy Rims, Leather.
It's fantastic on gas and has great aftermarket support if you want to modify the car. A search for 00+ Eclipse will give you 13 pages of modifications on Ebay Motors.
I personally metered how much MPG it gave me on a full tank and I filled it up brim full then drove for 2 weeks before the Gas Light came on. The Trip meter showed 390 Miles from my last visit to the gas station. So you really cant go wrong in that category especially when today's gas prices are around $2.20 a gallon.
Top speed for the car is 145 MPH but with a turbo you can break that limit. Stock it does 0-60 in about 7-8 Secs.
One thing that is common about this car is that the prices drop in large amounts after 1-2 years so you can definately find a 02 or 03 for cheaper in 04 on Ebay as we speak.
And if you like convertibles you can get a Mitsubishi Spyder. Spyder for the eclipse is just a common term mitsubishi uses for "Convertible". If you want a sporty convertible at a great value there really is no other contender than a Spyder. It really attracts lots of attention especially if you shinied it up with a wax/paint sealant.
Sure if you want something fast you can get a Camaro. But it is a V8 and it is much heavier. Also the MPG on F Bodies is'nt really a great value if you got a lead foot. Cars like that are also heavier but you can get them for under $15K on auctions. One thing that is good about them is that they are faster than hell. Handling is not as good as a focus though. It is a camaro and with a long body shape wont give you fast turns. Good thing is it is RWD can smoke mustangs and accelerations is quite good. Girls for some reason love driving them.
If you want a rally car that can turn like if it is on a train track one word: Ford Focus. It's a hot hatch that steers so good it can probably complete a u turn with little load on the suspension in less than 3 secs.
On Ebay you can get an SVT (Special Vehicle Team EDITION) Ford Focus for under $15K and some even come loaded with performance modifications. My friend has one and on freeways he changes lanes on the fly. It's quite fast and the handling is quite possibly one of the best in the world for a hatchback. 32 MPG on gas. The manual transmission is strongly recommended on a focus.
A cool thing about the car is that you can tail gate another car to the point where your face might just kiss the other car's bumper. You get a great view in the cockpit allowing you to see a large amount of the scenery in front of you.
Did I mention that Colin McRae drove a Ford Focus in the World Rally Championship and actually won?
The WRC is one of the most respected professional races in the world.
So here it is basically all for under $15K and Cool to Drive:
1)Ford Focus 02+ (Turn right soldier! "SIR YES SIR!")
2)Mitsubishi Eclipse 02+ (You can get a spyder and have a sporty convertible. Girls dig it.)
3)Chevy Camaro 02+ (It can be really damn hard to find since it was the last year of production and price is still high. Girls usually Drive em')

Oh BTW DO NOT and I mean DO NOT buy a Mustang. Especially for 02
Why?
If you are under 20 years of age and it's your first car here is what is going to happen.
1)Insurance companies really wont give a shit if you drive good or not. They will just see some young newcomer who really has'nt driven for more than a couple of years with a brand new mustang. They will charge you at least $1,000 in just liability insurance.
2)HUGE HUGE HUGE price deprecciation! People that bought a new 02 Stang in the spring at $30K Base price now see their rides in 04 going for as low as $12K. THAT'S MORE THAN HALF THE PRICE YOU PAID! Gone in 2 years!
3)Race one against a F-Body Camaro or Pontiac Firebird and ahem... YOU WONT WIN. If you think you will win well ahem... YOU WONT WIN!!!
4)Reason why they lose value is because mostly all of america has one. There is'nt a day that I dont drive that I dont see a mustang.
5)I have heard that after about 80K miles the engine starts to crap out on you. Which is another reason why they lose value cause nobody wants them after 1 year.
Dont get me wrong Mustangs esp SVT's are great and can have huge HP. But value wise they just are for you if you are a young dude looking for a car under $15K.
Oh yeah it really is to bad that your pop says it can only be 02 and up. Most of the best cars made were in the early 90's. If he would say 90+ I would recommend a Mazda RX-7 hands down.

Oh I forgot that when you go on Ebay motors and search with * you need to click on "Passenger Vehicles" right below the search and that will give you all the cars going away in minutes.

I would probably say something like a Toyota Corrola, or Rav4. It really depends on what type/manfacturer you are looking for. If you are looking to spend a bit more, (i.e. 2000) i would go for an Acura RSX.
