Tire replacement bulletin?

I purchased a LS 5/01. The car had a vibration which started about 1 week from delivery. Research then turned up a bulletin or letter stating that Lincoln would replace the tires with a 'certified' set if the dealer couldn't correct the problem. My dealer said he couldn't honor the replacement as Firestone & Ford split. I had the info then, can't find it now. Does anyone have the reference to that information/letter/bulletin?
