I haven't seen a kit that cheap. But if you are willing to do leg work, you may be able to peice together a kit cheaper than $3500. I found a t3/t4 hybrid for $695.
But if you want the full package; an intercooler, mandrel bent piping, battery kit, manifold, Y pipe in some kits, heat plate ect, it may be more expensive NOT to get the kit when you factor in your time. There is the distinct possible that a retailer that sells the kit get a price break on some of the components - a price break you cannot get.

Just remember, you get what you pay for. You start out cutting corners trying to save money, you'll end up putting all that money AND some back into the car for a new engine. Don't take the cheap way out when it comes to upgrades. Spend the extra money and have it done right, and you won't run into problems down the road.
If you can't afford to do it right, don't do it at all!

I think anyway you go about it, you're going to spend close to that. Check out PFI or Custommaxima, or Hal(fastmaxima.com) they have full kits. I'd pay the extra to get a good turbo setup. It'll be worth it in the longrun.
