99 license plates lights dont work

Hey just before anybody says this, i put in new bulbs and they still dont go
I replaced the bulbs cause at first i thought my old set had burnt out, btu these new ones didnt light either. Could this be a fuse or maybe something went wrong in the wiring
Anybody have some advice, and does anybody know off hand where that fuse is, either under the hood or under that panel by the steering column

Does anything else not work? using a volt meter check for power at the plugs and also ground.

Not for nothing...
I have bought sets (plural) of bulbs that didn't work. They had a crack in the insulator on the base. Must have been a bad batch. Check yours just for the hell of it.
